Identified Road Funds should be retained as a separate allocation to Councils through Financial Assistance Grants funding.
Identified Road Funds should be untied. (ie. Councils to retain full flexibility in how the grant funds are applied and not directed to specific road projects.)
Local Government has a right and responsibility to control, develop and maintain roads, and is entitled to an equitable share of Federal and State road funds for this purpose.
The quantum of Federal and State funds allocated to Local Government for roads should be at least maintained in real terms.
